Dr Daniel Belling is Research Fellow at the Global Europe Centre. Dr Belling works as Science Officer at the Working Group II (Impacts, Adaption, and Vulnerability), Technical Support Unit, of the Intergovernmental Panel on Climate Change (IPCC), located in Bremen, Germany.
Dr Belling is an expert on fiscal governance and public finances in Europe with a specific focus on budget institutions and practises, spending priorities and the participation of experts in the budget process. In his research he also investigates the capacity of states, markets and society to adapt to climate change and the shift from austerity to environmental budgeting.
Previously, Dr Belling completed his Ph.D. in Comparative Politics at the University of Kent (2020) with a thesis on the political aspects of independent fiscal monitoring. Parts of this work have been published in European Political Studies.
Dr Belling was Visiting Doctoral Student (2018) at Lund University, Sweden, and worked in an advisory position (2016-17) at the European Parliament in Brussels. He holds degrees in Sociology (M.A. and B.A) and Economics (B.Sc.) from the University of Heidelberg, Germany.
