I am a Brazilian visiting PhD researcher, who is close to finishing a PhD in Business Administration. I have been chosen to participate in the The Economy of Francesco hosted by Pope Francis in Assisi, Italy (due to take place in November 2020), and during the event I will contribute to discussions on making the global economy more sustainable and inclusive. I have a Master’s degree in Public Management from the School of Government at Joao Pinheiro Foundation (FJP) and a degree in Business Administration from the Federal University of Viçosa (UFV). I am a member of the International Public Policy Association (IPPA), Political Studies Association of the United Kingdom (PSA) and the Brazilian Society of Public Administration (SBAP).
My PhD project, 'Paying for Performance Programmes in Public Health in Brazil and the UK', examines how Brazil can learn from the public health pay-for-performance programmes implemented in the UK in 2004. The UK’s introduction of the Quality and Outcomes Framework (QOF) inspired Brazil to implement pay-for-performance to improve the access to and quality in public health in 2011. Understanding how both programmes were formulated is key to discovering how governments can improve these programmes and deliver better results. My doctoral research will contribute to Brazil achieving the third Sustainable Development Goal: Health and Well-Being. Providing public health access and delivering quality services is a challenge in developing economies such as Brazil.
