Dr Joao Araújo Monteiro Neto teaches and research the interconnections between law and technology.

His PhD thesis investigated how multistakeholder policy-making practices influenced Brazilian Internet governance development and promoted regulatory generativity. He is a lecturer at University of Fortaleza (Brazil) where he teaches data protection law and information technology law. He also coordinates the Study Group on Technology, Information and Society (@getis.unifor) and coordinates the Legal Tech L@b

Beyond his academic activities at UNIFOR, Dr Monteiro Neto is a research fellow at the FUNCAP (Local Research Funding Agency) working as a legal engineer in the ‘Using Data Science to Transform the Judiciary’ Project.

More recently, Dr Monteiro Neto began to experiment teaching practices using coding and legal design and is planning to develop a research project aiming to investigate the impact of visual law practices in the level of enforcement of consumer contracts and privacy policies.

PhD research project

Project Title: Surfing the Brazilian Internet Govern@nce Wave: Critical Analyses of Brazilian Contributions to the International Internet Governance Framework.

Project Description: Internet governance regulates issues that impact directly the future of society. A simple technological decision, such as the selection of one specific network communication protocol, could impact directly in the users’ privacy or the cost of some resources. Despite the importance and the impact of the Internet Governance System – which engender strong discussions and criticism about the effectiveness of its policies and the efficiency of the multistakeholder model, we know little about successful national Internet Governance multistakeholder practices, and how they could impact the development of the international scenario.

Using a combination of methods which involves the case study of the Brazilian Internet Governance Model and the mapping of the interactions between key actors of this ecosystem, my research answers an important and un-researched question: how a National Internet Governance systems can contribute to the development of the multistakeholder model in the International Internet Governance System.
